1. Kashmir Council was founded after the 1974 Decree between Federal Govt and AJK first elected regime. Although, its foundation was administrative yet its political affects were more pronounced and caused bad taste among masses in Kashmir. Besides, it offered an opportunity to nationalists to propagate it as an abusive tool against the sovereigns of the people of state. Although, AJ&K govt was founded to promote the case of plebiscite nevertheless, it could not play any role on the said issue. It reasons could be: –
a. No effort was made by Pakistani successive govts to introduce AJ&K govt as a librated and sovereign representative of Kashmiri people. Resultantly, local regime nurtured as an administrative unit and subordinate of federal govt.
b. Progressively, Pakistani political parties started interference in AJK affairs followed by raising their own branches to participate in political accomplishments thus purpose of AJK regime was completely forgotten as freedom aspiring setup.
c. The leftover esteem and purpose was finally buried by raising Kashmir Council in 1974. Thereafter, AJK regime became a wrestling stage to show off the muscles by main political parties of Pakistan.
2. This unfortunate inapt handling has turned Kashmir issue a dead agenda point in Security Council of UNO. The resurgence of Kashmir Council issue is offering an opportunity to evaluate and commence Kashmir issue with new vigor, impetus with wide spread propagation with following thrust guide lines: –
a. Undo Kashmir council not as political scoring but with honesty and supporting Kashmir issue with a new direction of efforts to bring life to this internationally recognize outstanding issue.
b. Strengthen present Kashmiri political administration and let them pursue Kashmir issue on all international forums with stance that if IOK is the actual representation of Kashmiri people they should also be permitted to represent Kashmirs which India shall never permit.
c. Kashmiri regime should be granted the status of a self contained and govern political entity and should be promoted at equal status at international forums. It shall mount tremendous pressure on Indian govt.
d. Besides regional and trans regional recognition, it shall counter the nationalists tendencies in AJK and IOK thus marginalizing centrifugal forces in Kashmir.
3. Political issues need corresponding handling. They should not be viewed and treated as personal gains or failures. Kashmir issue is such a conflict that has dragged India and Pakistan to many wars and small scale battles. If this issue is tactfully and intelligently handled, it shall not only improve bilateral relations but shall award long lasting political mileage to political outfit which shall do it.
